Use a bowl to cut out two big circles from black craft paper. Also, cut out three black hearts to make the fins and mouth of the rainbow fish.
- Glue the fins and mouth.
Take one black circle and glue the hearts from the back to make the dorsal and tail fin (caudal fin). Glue a small heart to make the mouth of the rainbow fish. Use a white correction pen to draw lines on the fins.

- Cut out rainbow-colored scales.
To make the rainbow scales, cut out dollar-sized circles from craft paper in rainbow colors. Then, fold them in half to make the scales for the fish.

Paste the paper scales on the body of the fish following the VIBGYOR or rainbow color sequence.
- Take the black circle and fold it in half.
Lastly, take the second black circle, fold it into half, and glue it on the back of the rainbow fish craft to make it into a Rocking Rainbow Fish.
